PRESENTATIONS, PROJECTS AND PUBLICATIONS

Oregon Freight PlanWorked as a sub-contractor on three technical memorandums for “freight regulations.”  Assisted with the preparation of chapter 1 and other parts of the Oregon Freight Plan (underway in 2009 and 2010).

Freight Planning Guidebook.  Worked as a sub-contractor to help prepare a 2009 Guidebook for Engaging the Private Sector in Freight Transportation Planning for the Federal Highway Administration’s Surface Transportation Environment and Planning Cooperative Research Program.

ConnectOregon Program.  Co-authored a paper and made a presentation on “The ConnectOregon Program for Funding Multimodal Transportation Projects” at the 2007 Annual Meeting of the Transportation Research Board; the paper was later published in TRB’s Transportation Research Record (Number 1994, 2007, pp. 1-8.  2009).  Co-authored “Analysis of the ConnectOregon Program Through Two Project Selection Cycles” as a 2009 report for the Oregon Department of Transportation’s research program.  Co-authored “Four Years of Experience with the ConnectOregon Multimodal Funding Program” for the 2010 meeting of the TRB. 

Port Needs and Projects.  Worked with Oregon ports and the Oregon Economic and Community Development Department (now Oregon Business Development Department) to develop a 2007 inventory of “Transportation and Navigation Needs and Projects for Oregon Ports.”

Project Application Assistance.  Helped an Oregon port in 2009 apply for funding under the federal Transportation Investment Generating Economic Recovery (TIGER) Surface Transportation Discretionary Grant Program.  Provided assistance for Oregon ports and a private business submitting applications for multimodal transportation funding through the ConnectOregon I, II, and III program from 2005 to 2009.  Helped a timber products company prepare an application for funding to build a new rail spur in 2006.

Commodity Flow Presentations.  Co-authored a paper and made a presentation on “Developing Commodity Flow Estimates That Make Sense at the State, Metropolitan, and Regional Levels:  The Oregon Example” at the 2005 TRB Transportation Planning Applications Conference.  Also made a presentation on the “Oregon Commodity Flow Study” at the 2005 Oregon Planning Institute meeting.

Freight Project Recommendations.  Worked with the Oregon Freight Advisory Committee in 2004 to recommend high priority freight mobility projects for possible funding in the Statewide Transportation Improvement Program.  Summarized this work in a paper published as “Identifying Freight Mobility Projects for Possible Inclusion in a Statewide Transportation Improvement Program” for the TRB’s Transportation Research Record Number 1931, 2005, pp. 81-88.

Freight Advisory Committee Report to the Oregon Legislature. Worked with the Oregon Freight Advisory Committee in 2003 to prepare a report summarizing its activities.
 
Freight Activities at State Departments of Transportation. Conducted research and a survey for “Intermodal and Multimodal Freight Policy, Planning, and Programming at State Departments of Transportation:  Review of the Decade Since the Intermodal Surface Transportation Efficiency Act” published in the TRB’s Transportation Research Record Number 1858, 2003, pp. 69-79. 

Statewide Freight Study.  In 1999, wrote Freight Moves the Oregon Economy, Oregon’s first statewide freight study. Study discusses freight’s importance to Oregon’s economy, freight planning efforts, freight transportation facilities, freight transportation needs/projects, and next steps.

Intermodal Connectors.  Worked with ODOT staff from the late 1990s to 2003 to identify roads for inclusion as intermodal connectors on the National Highway System.

Intermodal Management System.  Managed the development of Oregon’s Intermodal Management System in the mid- and late 1990s.  Worked closely with a consultant team, the Port of Portland, and Metro to develop a database application and identify freight and passenger needs/projects statewide. 

Atlas of the Pacific Northwest.  Wrote the transportation chapter for the atlas.  Also co-authored the energy chapter.
